Update to Score: Friday, June 28 at 10:25am The Willamette boat skippered by Desmond Lathrop notified the Regatta Chair that he wished to retire from Race 6. This is now reflected in the results. The Protest Chair also notified the Regatta Chair and Scorer that the results failed to include a drop as per Appendix A. This has now been updated in the results as well.

This Notice of Race is for the Area L qualifier for the Chubb U.S. Youth Triple-Handed Championship. The Chubb U.S. Youth Triple-Handed Championship for the Sears Cup is US Sailing’s National Championship for four-person, triple-handed youth teams, and serves as a pathway into keelboat racing. The National Championship regatta this year is sailed in J22s with a crew of four people at San Diego Yacht Club in San Diego on August 5-8.

 

The Sears Cup will invite two teams from each area to the National Championship.

 

 

  • RULES

 

      1. The regatta will be governed by the rules defined in The Racing Rules of Sailing.
      2. The following rules and regulations shall apply:
        1. US Sailing Regulation 10. An alleged breach of US Sailing Regulation 10 shall not be grounds for a protest by another boat; this changes rules 60.1(a), 60.2(a), 60.3(a). However, when a protest committee believes that a competitor may have breached Regulation 10.03, it shall follow the process described in the Championships Code of Conduct.
        2. The sections of the Conditions for the Junior Sailing Championship applicable to the Area Championships.
        3. US Sailing’s Safesport Handbook
        4. The US Sailing Coaching and Support Boat Policy. This will be a grade 1 event.
      3. This Championship is not being conducted as a sanctioned or class association event. Only the Equipment Measurement Rules for the J22 class shall apply.
      4. RRS 60.1(a) is changed to prohibit a boat from protesting another boat for an alleged breach of any class rules other than class equipment measurement rules.
      5. Each competitor shall wear a USCG approved life jacket, in good condition, that is 100% dependent on foam for floatation and the appropriate size for the sailor, at all times while on the water, except for brief periods while adding or removing clothing (US Sailing Regulation 10). A violation of this instruction may be protested by race officials or a competitor; however a breach of this instruction may receive a penalty less than disqualification at the discretion of the protest committee. This changes rule 64.2. [DP] 
      6. The notation “[DP]” in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the protest committee, be less than disqualification.

 

  • ELIGIBILITY AND ENTRY

 

      1. Competitors meeting the following criteria are eligible to compete. All criteria shall be met prior to the start of the first race:
        1.  Competitors shall have reached their 13th birthday but not their 19th birthday during the calendar year of competition.
        2. Competitors shall be individual or family members, all in good standing, of US Sailing at the time of application, registration, and of the event and not otherwise ineligible to compete under the laws, regulations, policies, and rules of the USOPC or its affiliated organizations.
        3. All competitors shall be members of a Local Sailing Organization (LSO) and US Sailing.
        4. All crew members shall be members of an LSO that is a member of US Sailing within the same US Sailing Area as the helm.
        5. All members of the crew shall reside in or regularly compete in the same US Sailing Area where the club is geographically located.

 

  • QUALIFICATION

 

      1. A minimum of three (3) boats are required to be entered by the registration deadline and on the starting line in the triple-handed fleet in order for the winner to qualify for the National Championship. If three (3) teams do not register, the two (2) registered teams will qualify for the National Championship.
      2. Area L will qualify two teams for the quadruple-handed Sears finals.
      3. Team members shall remain the same from the initial qualifying event through the end of the National Championship.

 

  • REGISTRATION AND ENTRY

 

      1. Registration to enter the event can be completed online via the event page: https://cycseattle.theclubspot.com/register/regatta/sn5KsPc9aN/class
      2. Registration will be limited to seven (7) teams total and one (1) team per Local Sailing Organization (LSO) within Area L until 11:59pm PDT May 9. After May 9, registration will be first come first served for any other teams within Area L and submitted online no later than 11:59pm PDT June 8.
      3. The entry fee is $125 per team. A $1,000 damage deposit made out to Seattle Yacht Club must be on file prior to racing on the water

 

  • BOATS AND EQUIPMENT

 

      1. This Area Qualifier will be sailed in class legal J22s with a crew of four (4). Boats will be rotated in an effort to complete a full round-robin.
      2. Six (6) charter boats can be provided by The Seattle Yacht Club. At least one (1) charter boat will be available for reservation for a single skipper associated with each Local Sailing Organization (LSO) within Area L.
      3. A team may supply its own class legal J22. Any boat which is supplied by a team shall be entered into the round-robin along with host supplied J22s. 
      4. A mandatory protest hearing shall be held if a collision results in serious damage. The results of this hearing can be used to determine fault and financial responsibility for damages. 
      5. Each team shall submit a damage deposit on file in accordance with NoR 4.3. This shall be collected at check in. It shall be in the form of a personal check made out to “The Seattle Yacht Club.” This will be returned or destroyed at the conclusion of the regatta if there is no damage for which the team is responsible for.
      6. If a team fails to uphold its financial responsibility for damage attributable to their actions, a bill shall be sent directly to the sponsoring club. 
      7. Competitors are responsible for ensuring the boats are in shipshape condition each day after racing. [DP] 

 

  • SCHEDULE

  • VENUE

 

      1. Racing will take place on Lake Washington.
      2. Registration and check in will occur at theNorth Leschi Moorage.

 

  • SCORING

 

      1. Three (3) races are required to be completed to constitute a series.
      2. Effort will be made to conduct the event as a full round robin. If there are five or less teams registered, a double round robin shall be attempted.

 

  • PROTEST AND APPEALS

 

      1. Under rule 70.5(a), there shall be no appeal of the decision of a protest or request for redress. However, a decision following a hearing under rule 69.2 may be appealed.

 

  • COACHING AND SUPPORT BOATS

 

      1. This is a Grade 1 Event as defined in the US Sailing Championship Coach and Support Boat Policy.
      2. All coaches and/or support personnel shall register at the check-in table located at the Leschi North Moorage.
      3. Coaches at Area Championships shall have current US Sailing Smallboat Level 1 Instructor or higher certification. 
      4. Coaches shall wear a USCG approved life jacket while afloat that is 100% dependent on foam for floatation and the appropriate size for the coach.
      5. An Engine Cut-Off Switch (ECOS) Link shall be attached to the coach boat operator, the operator's clothing, or operator’s personal floatation device whenever a boat’s engine is running. 

 

  • EQUIPMENT

 

      1. The only gear, rigging, or equipment that a competitor may take aboard a boat is: a refillable water bottle, class-legal compass, flags, plastic bucket or bailer, normally equipped ditty-bag, personal effects, PFDs and protective clothing. [DP] 
      2. GPS devices of all varieties, styles and combinations and VHF radios are specifically banned.


 

  • PROHIBITED SUBSTANCES

 

      1. US SAILING REGULATION 10.03 B AND 10.03 C, STATE: 
        1. For Junior and Youth events or for junior or youth competitors in any US Sailing championship, no participant or competitor shall use or possess, either on or off the water: 1. marijuana or any other substance if possession is illegal under state or federal law; or 2. any alcoholic beverages.
        2. An alleged breach of one of these regulations shall not be grounds for a protest; this changes rules 60.1(a), 60.2(a) and 60.3(a). However, when the protest committee believes that a competitor may have breached one of these regulations, it shall follow the process described in the Championships Code of Conduct. If a competitor is found to have breached one of the elements within the Code of Conduct, they shall be excluded from the remaining races of the series and, where practicable, removed from the regatta venue and sent home. The competitor’s boat shall be disqualified from all races of the series. 

 

  • PRIZES

 

      1. The top two finishing eligible team(s) will qualify for the Chubb U.S. Junior Sailing Championship.
      2. Teams who qualify for the Chubb U.S. Junior Championship shall submit their registration to the event within seven days of qualification. Failure to register within the deadline may lead to the berth being offered to the next eligible boat.

  • NOTICES TO COMPETITORS

 

      1. Notices to competitors will be posted on the official notice board located on the event page on the CYC Website.

 

  • CHANGES TO SAILING INSTRUCTIONS

 

      1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

 

  • SIGNALS MADE ASHORE

 

      1. Signals made ashore will be displayed from the Committee Boat moored at Leschi North Moorage.
      2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

 

  • SCHEDULE OF RACES

  1. If the minimum of three (3) races have not been completed on June 22, racing will continue on June 23.

 

  • CLASS FLAGS

 

      1. The class flag will be the number “one” pennant.

 

  • RACING AREA

 

      1. All competitors will meet at the Seattle Yacht Club at the beginning of the day
      2. The racing area will be on Lake Washington, near the Leschi North Moorage.

 

  • THE COURSES

 

      1. The diagrams in Attachment A show the courses, the order in which marks are to be passed, and the side on which each mark is to be left.

 

  • MARKS

 

      1. Marks will be inflatable buoys.
      2. The starting and finishing marks will be a race committee boat at one end and an inflatable buoy at the other end.
      3. A leeward rounding mark may be a gate mark. If one of the gate marks is missing, the course at that mark is to round the remaining mark to port.
      4. If a starting or finishing mark is substituted by an object displaying flag M, repetitive sound signals are not required. This changes RRS 34(b).

 

  • THE START

 

      1. Races will be started by using RRS 26 with the warning signal made 5 minutes before the starting signal.
      2. The starting line will be between a staff displaying an orange flag on the race committee boat at the starboard end and the port-end starting mark.
      3. A boat that does not start within 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5.

 

  • CHANGE OF THE NEXT LEG OF THE COURSE

 

      1. To change the next leg of the course, the race committee may move the original mark (or the finishing line) to a new position so long as no boat is on that leg.

 

  • THE FINISH

 

      1. The finishing line will be between a staff displaying an blue flag on the race committee boat and the finishing mark.

 

  • PENALTY SYSTEM

 

      1. The Scoring Penalty V1 from Appendix V - Alternative Penalties shall be used. V2 shall not be in effect.
      2. A boat that has taken a penalty or retired under RRS 44.1 shall fill out an acknowledgment form at the race office within the protest time limit.

 

  • TIME LIMITS AND TARGET TIMES

 

      1. The target time for each race is 30 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a).
      2. The time limit for the first boat to finish is 60 minutes.

 

  • PROTESTS AND REQUESTS FOR REDRESS

 

      1. Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit.
      2. The protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later.
      3. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at the dock after the fleet returns from racing.
      4. Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b).
      5. A list of boats that have been penalized under Appendix P for breaking RRS 42 will be posted.

 

  • SCORING

 

      1. Three (3) races are required to be completed to constitute a series.
      2. Effort will be made to conduct the event as a full round robin. If there are five or fewer teams registered, a double round robin shall be attempted.
      3. Races will be scored in accordance with Appendix A
      4. If racing is concluded with enough races to constitute a series but not enough races to complete a round robin, teams will be ranked off the average of their scores. This changes Appendix A - Scoring.
      5. If there is a series score tie between two or more boats, each boat’s race scores shall be listed in order of best to worst in races where all tied boats raced, and at the first point(s) where there is a difference the tie shall be broken in favor of the boat(s) with the best score(s). No excluded scores shall be used. This changes A 8.1.
      6. If a tie remains between two or more boats, they shall be ranked in order of their scores in the last race where all tied boats raced. Any remaining ties shall be broken by using the tied boats’ scores in the next-to-last race where tied boats raced and so on until all ties are broken. These scores shall be used even if some of them are excluded scores. This changes A 8.2.

 

  • SAFETY REGULATIONS

 

      1. Each competitor shall wear a USCG approved life jacket, in good condition, that is 100% dependent on foam for floatation and the appropriate size for the sailor, at all times while on the water, except for brief periods while adding or removing clothing. [DP]
      2. A boat that retires from a race shall notify the race committee as soon as possible.

 

  • SUPPORT BOATS

 

      1. Support boats shall be registered with the organizing authority and will be required to comply with local regulations.
      2. Support boats shall display identification as required by the organizing authority.

 

  • PRIZES

 

      1. The top two finishing eligible teams will qualify for the Chubb U.S. Junior Sailing Championship.
      2. Teams who qualify for the Chubb U.S. Junior Championship shall submit their registration to the event within seven days of qualification. Failure to register within the deadline may lead to the berth being offered to the next eligible boat.

 

  • DISCLAIMER OF LIABILITY

 

      1. Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
